Official tells US health insurer to justify 39 pct rate hike

US Health Secretary Kathleen Sebelius on Monday called on a health insurance company to publicly explain why it raised premiums for some customers by 39 percent.

“With so many families already affected by rising costs, I was very disturbed to learn through media accounts that Anthem Blue Cross plans to raise premiums for its California customers by as much as 39 percent,” or 15 times faster than inflation, Sebelius said in a letter that was faxed to the insurer.

The rate hikes were “even more difficult to understand” in the light of ugg bootssoaring profits at Anthem Blue Cross’s parent company, WellPoint Incorporated, Sebelius said.

Wellpoint earned 2.7 billion dollars in the last quarter of 2009, she said, calling on the insurance company to “provide a detailed justification” for the increase.

13 young students killed at party in Mexico border

Armed men stormed a party in a violent Mexican border city, killing 13 high school and college students in what witnesses thought was an attack prompted by false information.

The deaths in Ciudad Juarez were part of a total of 24 people killed across Mexico since Saturday in violence caused by ongoing turf battles between powerful drug cartels.

About two dozen teens and young adults were hospitalized following the late Saturday assault in Ciudad Juarez, one of the deadliest cities in the world located across the border

from El Paso, Texas.

Grieving witnesses and family members told The Associated Press ed hardy outlet on Sunday they thought the victims, mostly residents of the

housing complex where the attack occurred, had no ties to drug traffickers.

“It must have been a huge mistake,” said Martha Lujan, who lives at the housing complex.

The young adults had gathered to watch a boxing match, Lujan said, when two trucks pulled up loaded with armed men who opened fire.

Ten people were killed at the scene and other three died at local hospitals, Chihuahua State Attorney Patricia Gonzales said.

The bodies of the victims, whose ages ranged from 15 to 20, lay scattered around the house where the attack happened.

Witnesses: Plane tumbled out of sky off Lebanon

BEIRUT – The first sign of trouble was uggs on sale a flash of light on the horizon

Monday — and then witnesses said the Boeing 737 tumbled like “fire falling down from the sky” into the stormy Mediterranean Sea.

All 90 aboard were feared dead in the pre-dawn crash. Lebanon’s leaders ruled out terrorism while investigators collected witness accounts in

hopes they could provide clues. Aviation experts cautioned it was too early to know what brought down the Ethiopian Airlines jet —

particularly without the black boxes.

Many people were giving DNA samples to help identify the remains of their loved ones; one man identified his 3-year-old nephew by the boy’s

overalls.

“Please find my son,” pleaded Zeinab Seklawi, whose 24-year-old son Yasser was on Flight 409, which was headed to the Ethiopian capital,

Addis Ababa.

At the Government Hospital in Beirut, Red Cross workers brought in bodies covered with wool blankets as relatives gathered nearby. No

survivors had been found by nightfall, and the health minister told reporters 21 bodies were recovered. Marla Pietton, wife of the French

ambassador to Lebanon, was among those on board, according to the French Embassy.

The Boeing 737-800 took off at uggs on sale about 2:30 a.m. in driving rain, lightening and thunder,

and went down two miles (3.5 kilometers) off the coast, said Ghazi Aridi, the public works and transportation minister.

into three pieces.

Aviation safety analyst Chris Yates said reports of fire could suggest “some cataclysmic failure of one of the engines” or that a bird or

debris had been sucked into the engine.

He noted that modern aircraft are built to withstand all but the foulest weather conditions.

“One wouldn’t have thought that a nasty squall in and of itself would be the prime cause of an accident like this,” said Yates, an analyst

based in Manchester, England.

Still, one prominent analyst cast Ugg Stripe Cable Knit doubt on the

accuracy of witness reports of flames.

“Eyewitnesses almost always report aircraft exploding in the sky or seeing heavy, heavy flames,” said William Voss, head of the Flight Safety

The Boeing 737 is considered one of the safest planes in airline service. The jet was first introduced in the 1960s, and today is the

workhorse on many short- and medium-range routes.

series of incidents and crashes linked to problems with a valve in the rudder assembly. The valve reportedly would malfunction and cause the

rudder to turn independently of the pilot’s commands.

The problem was considered resolved after operators of older Boeing 737s were ordered to carry out inspections and upgrades of the rudder

Sidney Dekker, a professor of flight safety at the School of Aviation at Lund University in Sweden, said the rudder problem has been

corrected by the manufacturer and that he’d be “hugely surprised” if it had anything to do with the crash.

Dekker, himself a 737 pilot, said that if reports of an engine fire proved to be correct, the accident could have resulted from a loss of

control at a relatively low altitude where it would have been difficult to recover.

He noted that the 737’s engines had extra power in order to fulfill performance requirements in the event of the loss of an engine at

takeoff. This tended to produce a turning movement of the entire aircraft — known as yaw — toward the dead engine.

Poor visibility in low clouds combined with high winds may have contributed to the problem faced by the pilots trying to regain control, he

said.

Lebanese Prime Minister Saad Hariri announced a day of mourning and closed schools and government offices.

Lebanese President Michel Suleiman said terrorism was not suspected in the crash of Flight 409. “Sabotage is ruled out as of now,” he said.

Ethiopian Airlines’ CEO Girma Wake said the aircraft had been serviced on Dec. 25 and passed inspection. He said the plane had been leased in

September from New York-based CIT Aerospace. A CIT spokesman declined to comment and referred questions to Ethiopian Airlines.

The state-owned Ethiopian Airlines has long had a reputation for high-quality service compared to other African airlines, with two notable

crashes in more than 20 years.

A hijacked Ethiopian Airlines jet crash-landed off the Comoros Islands in the Indian Ocean when it ran out of fuel in November 1996, killing

126 of the 175 people aboard. In September 1988, an Ethiopian Airlines jet crashed shortly after taking off when it ran into a flock of

birds, killing 31 of the 104 people on board.

Andree Qusayfi said his 35-year-old brother, Ziad, was traveling to Ethiopia for his job at a computer company, but was planning to return to

Lebanon for good soon.

Somali pirates release Greek-owned ship, 21 crew

Somali pirates have released a Greek-owned ship and its 21 crew members, including 14 Filipinos, after more than a month in captivity, the Philippine government and the ship’s

owner said Friday.

was heading to Mombasa with its crew, who were safe and in good health.

“All the crew are reported unharmed and are well despite their 43-day ordeal,” the ship’s owner, Meadway Shipping & Trading Inc., said in a statement in Athens, Greece.

Iran tests missile, stoking tensions with the West

Iran on Wednesday test fired an upgraded version of an advanced missile capable of hitting Israel and parts of Europe, an apparent show of strength aimed at discouraging

attacks on its nuclear facilities.

The test of the medium-range Sajjil-2 fueled calls for tougher sanctions ugg outlet against Tehran, which has resisted U.N. demands

that it rein in its nuclear ambitions. Iran touted the launch as a success proving it can deter any U.S. or Israeli military strike against its nuclear facilities.

“This is a matter of serious concern to the international community and it does make the case for us moving further on sanctions. We will treat this with the seriousness it

deserves,” British Prime Minister Gordon Brown said after talks with U.N. chief Ban Ki-Moon in Copenhagen.

Britain’s Foreign Office said Iran has the “clear intention to extend the range of its missiles,” calling the launch “the wrong signal to send when the international community

is trying to find a diplomatic solution” to its growing nuclear program.

Wednesday’s test was the third for the Sajjil-2 since it was unveiled in May. The missile has the longest range of any in Iran’s arsenal, about 1,200 miles — putting Israel,

Iran’s sworn enemy, and U.S. bases in the Gulf region well within reach. It could also reach parts of southeastern and eastern Europe.

Iran has dramatically accelerated its domestic missile program in recent years, part of a bid to depict itself as a military and technological power and reduce its past reliance

and the West, though experts are skeptical over some of Iran’s claims of advances.

In Washington, Defense Department press secretary Geoff Morrell called the launch provocative but said the technology was not “particularly different than anything we’ve seen in

that they are capable of carrying out three launches in a year is significant, because it means the Iranians are investing a lot of money in this.”

Iran has repeatedly warned it will retaliate with attacks on Israeli nuclear sites or U.S. bases in the region if either country carries out military strikes against its nuclear

facilities. The U.S. and its allies accuse Tehran of seeking to develop a nuclear weapon, and Israel — which is believed to have its own nuclear arsenal — has not ruled out

military action to stop Iran’s program.

Discovery of a purported Iranian secret document that appears to describe a work plan for developing a neutron initiator, used to detonate a nuclear bomb, is the latest worry.

U.S. officials have not been able to determine its authenticity.

Iran denies seeking a nuclear warhead, saying its nuclear program is intended solely to generate electricity.

Negotiations over the program have been deadlocked for months, with Iran equivocating over a U.N.-drafted deal aimed at removing most of the low-enriched uranium from the

country so it would not have enough to produce a bomb. The U.N. nuclear watchdog last month sharply rebuked Iran for refusing to halt uranium enrichment, and Washington has

warned that Iran is running out of time to accept the deal or face new sanctions.

are more accurate than ones using liquid fuel. They also can be fueled in advance and moved or hidden in silos.

The fear in the West is that Iran will be able to produce intercontinental, three-stage missiles, which can reach more than 3,500 miles, putting much of Europe in its reach.

“If you look back at what Iran has invested in terms of manpower and funding, the missile systems program is only second to Iran’s investment in the nuclear program,” Vatanka

said.

Fitting a nuclear warhead onto the missiles takes considerably greater ugg bootstechnology, he said, adding, “I don’t really think

there is evidence to point they have this.”

Iran probably has up to 300 shorter-range Shahab missiles, while the Sajjil remains in the test phase, said James Lewis, a senior defense expert at the Washington-based Center

Currently “it’s not a sophisticated program,” Lewis said, but “they’ve been putting a lot of money and effort into this program for more than a decade, and we have to take their

claims seriously.”

Boeing’s 787 jetliner makes first test flight

EVERETT, Wash. – Boeing’s new 787 sale uggs jetliner finally got airborne

Tuesday, the long-delayed inaugural flight of the world’s first commercial plane constructed with half its components made

from lightweight composite materials.

The sleek jet lifted off from Everett’s Paine Field on a flight over Washington state, beginning an extensive testing program

needed to obtain Federal Aviation Administration certification.

“It’s very historical. I can’t think of a thing about it that I’m not impressed with,” said Joe Bierce, a flight instructor

for Delta Connection in Jacksonville, Fla., who was among the 25,000 people who gathered to watch the takeoff.

The two-member crew performed a variety of basic system checks, including testing the landing gear and the flaps, before

landing at Seattle’s Boeing Field about three hours later. Deteriorating weather brought the plane back to earth about an

hour earlier than planned.

“The airplane responded just as we expected,” said Randy Neville, one of the two pilots. “It was a joy to fly.”

Before takeoff, the aircraft uggs on sale paused for several minutes at the end of the

runway while warming up its engines, adding to the tension for Boeing employees, customers and airline executives standing on

the tarmac.

Although the runway was lined with fire trucks and other emergency vehicles, the first flight looked like a normal takeoff as

The plane is the first of six 787s Boeing will use in the nine-month flight-test program that will subject the planes to

conditions well beyond those found in normal airline service.

Chicago-based Boeing, which has orders for 840 of the jets, plans to make the first delivery to Japan’s All Nippon Airways

late next year.

The 787 is a radical departure in aircraft design. Where other passenger jets are made mostly from aluminum and titanium,

about half of the 787 is made of lightweight composite materials such as carbon fiber.

and on military planes, but the 787 is the most ambitious use of the technology aboard a passenger plane.

Boeing says the aircraft will be quieter, produce lower emissions and use 20 percent less fuel than comparable planes, while

times — delays that have cost the company credibility, sales and billions of dollars.

An eight-week strike last year by Seattle-area production workers also caused problems and factored in Boeing’s decision in

plans because of the weak global economy.

The version being tested will be able to fly up to 250 passengers about 9,000 miles. A stretch version will be capable of

carrying 290 passengers and a short-range model up to 330.

According to its Web site, Airbus has received 505 orders for the A350 from 32 customers as of November.

Tuesday’s flight “was a very mundane on takeoff and very mundane on the landing, and that’s exactly what you want on the

first flight of an experimental airplane,” said analyst Scott Hamilton of Leeham Co., an aviation consulting firm in

Issaquah, east of Seattle. “Boring is good in aviation.”

But the importance of the maiden flight, he said, lies in the 787’s cutting-edge design and the way it’s being manufactured.

Obama implores top bankers to increase lending

to help keep the fragile recovery from faltering by boosting lending to small businesses and getting behind an overhaul of

In response to the president’s burst of populist jawboning, some banks pledged to increase loans and exercise more self-

control over outsized compensation. But the full impact of Obama’s intervention was hard to gauge: The government is losing

leverage as major banks repay bailout loans.

Obama’s lecture to the bankers was also part of a broader election-season Democratic effort to tie sluggish bank lending to

continued high joblessness — and to try to tie the banking industry to Republican efforts against Obama’s financial overhaul

legislation.

It’s a tough balancing act, given past contributions of big banks to Democratic as well as Republican candidates.

Obama called his message a simple one: “America’s banks received extraordinary assistance from American taxpayers to rebuild

their industry, and now that they’re back on their feet, we expect an extraordinary commitment from them to help rebuild our

economy.”

He urged bankers to <a href=”http://www.saleuggs.net/UGG_Classic_Argyle_Knit.html”>UGG Classic Argyle Knit</a> “explore every

responsible way” to boost lending and to “take a third and fourth look” at every loan application.

The bankers said they got the message.

But they also insisted they are getting conflicting messages from Washington when the do try to make more loans. While the

larger cushions of capital to protect against future losses. That means there’s less money available to lend.

The meeting came amid growing friction between the president and the banking industry, a day after Obama denounced “fat cat

bankers on Wall Street” who enjoy big bonuses but “just don’t get it.”

“He didn’t call us any names” during Monday’s session lasting just over an hour, said U.S. Bancorp CEO Richard Davis.

Bank of America CEO Kenneth Lewis pledged that his bank would lend $5 billion more to small- and mid-sized businesses in 2010

than it did in 2009. JPMorgan Chase & Co., said last month that it would boost such lending by $4 billion.

Participants said Obama focused on four areas: Make more loans to small and medium-size businesses, increase modifications of

underwater mortgages, bring executive compensation under control and give more support to legislation overhauling financial

Missing Utah mom’s family prays for her return

The father of a missing Utah woman is doing what he can to keep attention focused on the search for Susan Powell.

The 28-year-old mother of two small children was reported missing Monday under what police are calling suspicious circumstances.

Since than, police have increased the number of investigators assigned to the case to about 30. They have questioned her husband, Josh Powell, and searched a desert area where

he said he took the couple’s children, ages 2 and 4, camping early Monday morning in freezing conditions.

West Valley City Police Capt. Tom McLachlan says police ugg boots haven’t been able to verify Josh Powell’s story because snow had

covered the spot where he said he went.

Her father, Charles Cox, flew in from Puyallup, Wash., south of Seattle, to assist in the search. He spent Saturday morning granting dozens of interviews to media outlets around

the country in an effort to keep his daughter’s name and picture in the news.

While Cox and Josh Powell shared a brief hug before the prayer service began, Cox said the only conversation he’s had with him since his daughter was reported missing was on

Tuesday.

“I’m kind of concerned that all the focus is on him at the present. I mean he’s told his story — believable or not — and I don’t see him as capable of harming her,” Cox said.

“And the more time spent on him, the less time there is looking at other possibilities.”

Josh Powell declined to answer questions from The Associated Press on Saturday.

968 detained at climate rally urging bold pact

COPENHAGEN – Tens of thousands of sale uggs protesters have marched

through the chilly Danish capital and nearly 1,000 were detained in a mass rally to demand an ambitious global climate pact,

just as talks hit a snag over rich nations’ demands on China and other emerging economies.

The mostly peaceful demonstrations in Copenhagen on Saturday provided the centerpiece of a day of global climate activism

stretching from Europe to Asia. Police assigned extra officers to watch protesters marching toward the suburban conference

center to demand that leaders act now to fight climate change.

Police estimated their numbers at 40,000, while organizers said as many as 100,000 had joined the march from downtown

Copenhagen. It ended with protesters holding aloft candles and torches as they swarmed by night outside the Bella Center

where the 192-nation U.N. climate conference is being held.

There have been a couple of minor protests over the past week, but Saturday’s was by far the largest.

Police said they rounded up 968 uggs on sale people in a preventive action against a

group of youth activists at the tail end of the demonstration. Officers in riot gear moved in when some of the activists,

masking their faces, threw cobblestones through the windows of the former stock exchange and Foreign Ministry buildings.

A police officer received minor injuries when he was hit by a rock thrown from the group and one protester was injured by

fireworks, police spokesman Flemming Steen Munch said.

Earlier, police said they had detained 19 people, mainly for breaking Denmark’s strict laws against carrying pocket knives or

At the talks, the European Union, Japan and Australia joined the U.S. in criticizing a draft global warming pact that says

major developing nations must rein in greenhouse gases, but only if they have outside financing. Rich nations want to require

Swedish Environment Minister Andreas Carlgren, representing the 27-nation EU, told The Associated Press that “there has been

a growing understanding that there must be commitments to actions by emerging economies as well.”

He said those commitments “must be binding, in the sense that states are standing behind their commitments.”

engage them (the U.S. and China). I’m not here to make new offers.”

China has made voluntary commitments to rein in its carbon emissions but doesn’t want to be bound by international law to do

so. In China’s view, the U.S. and other rich countries have a heavy historical responsibility to cut emissions and any

climate deal in Copenhagen should take into account a country’s level of development

Alden Meyer of the Union of Concerned Scientists told the AP that rich nations are trying to re-negotiate the deal they

reached two years ago on the island of Bali, calling on developing nations to limit emissions with financial help.

“It’s going to blow up in their faces,” he said. “The rich countries are trying to move the goal posts. And developing

countries are not going to agree to that, no matter how loudly the rich countries demand it.”

The tightly focused negotiating text was meant to lay out the crunch themes for environment ministers to wrestle with as they

prepare for a summit of some 110 heads of state and government at the end of next week.

U.S. delegate Jonathan Pershing said the draft failed to address the contentious issue of carbon emissions by emerging

confront climate change.

“It has taken years to build up the pressure … that we’re also seeing unfolding today in many capitals around the world,”

Hedegaard said. “And I believe that that has contributed to making the political price for not delivering in Copenhagen so
